Replenishing your testing stocks. How & what to order.
Dear L2R Friends and Partners,
Nearly two and half years ago I opened our first L2R newsletter with “Dear Colleagues” and today, as I introduce our final L2R newsletter, it feels more fitting to open with “friends and partners.” What started as a 13-district pilot has grown into a statewide program, reaching 837 public, private, charter, and tribal schools. Together, we’ve distributed over 7.3 million COVID-19 tests, $65M in direct funding to schools, and $5M in subgrants to community organizations. And, as of this communication, we have sent 90 newsletters, alerts, and eNews emails to you, our friends and partners.
I am so proud of the work we have accomplished together and the close partnerships we’ve built over the past several years. As with the entire pandemic response, this work has been a rollercoaster. I know I speak for everyone at Health Commons Project when I say the best part has been meeting so many dedicated school leaders and staff. Your commitment to serving your school community inspired us to keep serving you as best we could through the hardest parts of the pandemic. We know the last three years have been difficult, but we sincerely hope that our partnership made your work a little easier.
Although the Learn to Return program is sunsetting, schools can still order free testing supplies through the Department of Health. We encourage you to subscribe to the new DOH K-12 Newsletter and reach out to your local ESD if you need any support maintaining your COVID-19 testing program.
The Health Commons Project (HCP) team is starting to focus on new school-based initiatives, especially related to addressing the youth mental health crisis. We asked our amazing program managers what the Learn to Return program has meant to them.

Four months after the declaration of the COVID-19 outbreak as a national emergency, I joined the Learn to Return team. No one could have anticipated the profound challenges that lay ahead due to the pandemic. Nevertheless, reflecting on our journey, it’s clear how much resilience our school leaders, nurses, and staff have. Keeping students safe and schools open was achieved by your continuous advocacy for your students, the partnerships we forged, and the strong sense of community we cultivated. Thank you for all the work you do, both the seen and behind the scenes efforts, to keep our students safe and healthy.

To play a small but important role in an unprecedented partnership between Public Health and Education has been the opportunity of my life. From focused efforts to best support opening schools early in the program to continuous operational efforts to enable as safe of an environment as possible for in-person instruction across the state, the hour-by-hour work has been extremely rewarding thanks to all of you.
I’m honored, proud, and privileged to have collaborated with so many school leaders (every one of you is a Leader) over four school years to deliver health services at schools and into communities in the mission of securing foundational education and life opportunity for Washington students.

Although the past two years were marked by many challenges and uncertainty, I’m in awe of the incredible work we achieved together. I left the classroom in August 2021 and immediately jumped into work that became deeply personal. I spent 1.5 years teaching online wondering what more I could do to try to keep my students safe. Supporting the Learn to Return program gave me the opportunity to feel like I was, in a very small way, working to keep students and school/district staff safe by ensuring that access to COVID-19 testing was readily available. Thank you for allowing this former teacher to feel like she was making a difference for the children of Washington, communities disproportionately impacted by COVID-19 due to systemic and linguistic barriers, and all school/district staff that went to work for the past 3 years not knowing what tomorrow would look like.

Today, we shine the light on Tiffany Morgan and the Black Women Housing Alliance (BWHA), an organization dedicated to promoting health and wellness while dismantling systemic racism.
In response to the ongoing pandemic, the BWHA launched the Be Well Campaign to educate and empower youth and their families to prevent the spread of COVID-19 through testing, vaccinations, and other essential hygiene practices.
“It’s crucial to empower children and teach them how to have healthy conversations about their well-being. Many kids, and even adults, had misconceptions about COVID-19, thinking it was over or didn’t exist anymore. By working with children, we can change that narrative and promote resilience and open dialogue.”

Replenish your testing stocks. How & what to order.
Free COVID-19 tests are not as easy to find these days. Since the end of the Public Health Emergency (PHE), most community sites have closed, insurance providers are no longer required to cover testing costs, and stock piles of free tests are starting to dwindle. As access to COVID-19 testing becomes more challenging, your school community may look to you for free tests to help manage family health throughout the fall and winter.

Our testing menu has changed a bit since last school year, but we still offer a range of high quality rapid antigen tests (including BD Triplex for flu and COVID-19) that can be administered at point-of-care (POC) with appropriate personnel or distributed for use at home.
A note on expiration dates: Many rapid antigen tests continue to receive extended shelf-lives from the FDA. In our menu below, we show you how to check shelf-life extensions for each test. Schools should use the most up-to-date shelf-life extensions to determine whether or not their inventories are okay for use.
The authorization that allowed expired tests to be used if they pass quality control tests is no longer valid. All tests must be within the printed expiration date or FDA-approved expiration extension date to be used for school testing.
We recommend replenishing stocks as needed to make sure you have enough tests on-hand for two months at a time. All tests and testing supplies that are expired beyond their extended shelf-lives can be thrown out with the regular garbage.

Abbott BinaxNOW Pro
- Available for onsite, point-of-care (POC) rapid antigen testing. (POC testing requires an active MTS license).
- The printed expiration date on the boxes may have passed, but the FDA has approved an expiration extension for this test.
- Use the BinaxNOW™ COVID-19 Test Lot Expiry Lookup to find each lot’s expiration extension date.

BD Veritor Plus SARS-CoV2*
- Available for onsite, point-of-care (POC) rapid antigen testing. (POC testing requires an active MTS license)
- Important: All BD Veritor Plus tests that were previously distributed by DOH through Learn to Return have passed their expiration and do not have an FDA extension.
- We recommend discarding your existing stocks of BD Veritor Plus, and ordering new tests through DOH.
- Expired BD Veritor Plus tests can be thrown out with the regular garbage.
*These tests require a BD Veritor Plus Analyzer. If you are ordering BD tests for the first time, you can order an analyzer for free from the DOH School Test Request Form.

BD Veritor Plus Triplex (SARS-CoV2, Flu A+B)*
- Available for onsite, point-of-care (POC) rapid antigen testing for flu and COVID-19. (POC testing requires an active MTS license)
- Important: All BD Veritor Plus Triplex tests that were previously distributed by DOH through Learn to Return have passed their expiration and do not have an FDA extension.
- We recommend replenishing these stocks now to be prepared for flu season and upticks in COVID-19 transmission.
- Expired BD Veritor Plus Triplex tests can be thrown out with the regular garbage.
*These tests require a BD Veritor Plus Analyzer. If you are ordering BD tests for the first time, you can order an analyzer for free from the DOH School Test Request Form.


OTC/At-Home Antigen Tests 2-packs
- Available for at-home testing.
- Note that you will receive either iHealth or Inteliswab tests when ordering the OTC/At-Home Antigen Tests 2-packs. Inteliswab is a new rapid antigen test on our menu that can be self-administered at home by students, staff, and family members.
- Look up expiration extensions for iHealth.
- Look up expiration extensions for InteliSwab.
